The target to pick when you have a choice

1 MB is the sweet spot for most real situations. It is small enough to send anywhere and clear almost any limit, while leaving enough data that quality barely moves — even a twenty-page scanned document stays comfortably readable.

If nobody has given you a specific number and you just need a file that is "not too big", this is the target to choose. Going smaller for its own sake only costs you quality.

Visa and university applications

These are the most common reason for a 1 MB or 2 MB limit, and they are also the documents where legibility genuinely matters — passports, bank statements, transcripts, employment letters. A visa officer squinting at an over-compressed bank statement is a bad outcome, and one that can cost far more than the file size ever saves.

For these, take the largest limit the portal allows rather than the smallest file you can produce. If it says 2 MB, aim for 2 MB. There is no prize for submitting a smaller file, and there is a real cost to submitting an unreadable one.

Email: what actually causes a bounce

Most people compressing for email are solving the wrong problem. Gmail and Outlook both accept attachments up to about 25 MB, so a 4 MB PDF is not what caused your message to fail. The usual culprits:

  • The recipient's server has a smaller limit — corporate mail systems often cap at 5 or 10 MB, and some government addresses far lower.
  • Attachments are counted after encoding, which inflates them by roughly a third. A 20 MB file arrives as about 27 MB.
  • Several attachments together exceed the limit even though each is fine alone.

Compressing to 1 MB clears all of these with room to spare, which is why it is a better default for email than squeezing to 500 KB.

When 1 MB still isn't reachable

If a document will not come down to 1 MB, it is almost certainly very long — a hundred-page scan, say. Two options, in order of preference: split it into sections and send them separately, which keeps every page sharp; or remove the pages nobody needs. Compressing a hundred pages into 1 MB gives each page 10 KB, and no amount of cleverness makes that readable.

No. Compression works by turning each page into an image, so text becomes pixels. That is fine for submitting a form, where a human or a scanner reads the document either way, but keep your original if you need a searchable copy.
Does it work on scanned documents?
That is exactly what it is best at. A scan is already a picture, so re-encoding it loses almost nothing visible while cutting the file dramatically. Text-based PDFs compress well too, but lose their selectable text.
